Youth and Agriculture: Key Challenges and Concrete Solutions - New publication by FAO, CTA and IFAD

New publication by FAO, CTA and IFAD

coverimageyouthpublication.jpgThe Global population is expected to increase to 9 billion by 2050, of which, 14% are youth aged between 15 – 24 years. While the world’s youth population is will grow significantly, employment and entrepreneurial opportunities for youth, especially those living in developing countries’ economically stagnant rural areas – remain limited, poorly remunerated and of poor quality. Few young people see a future for themselves in agriculture or rural areas. Some of the major challenges faced are: limited access to land; inadequate access to financial services; insufficient access to knowledge; information and education; difficulties in accessing green jobs; limited access to markets; and limited involvement in policy dialogue.

Yet, solutions exist in all parts of the world.

The Food and Agriculture Organization (FAO), the Technical Centre for Agricultural and Rural Cooperation (CTA) and the International Fund for Agricultural Development (IFAD) have joined forces to conduct research and produce a publication which provides real life examples from developing and more advanced economies.

Each of six key challenges indicated above have been documented, and for each of them, seven to nine cases studies illustrate how they can be addressed. Analyses of the experiences, their implementation frameworks and indications on some of their results have been provided.  Additional experiences have been indicated in the conclusions of each chapter. A number of the case studies carry innovations that have strong potentials to strengthen the engagement of youths and family farmers in agricultural value chains, enhance global food security and youth livelihoods.

Many of the initiatives originate with the young people themselves. They show that – when there is a supportive environment – youth are able to find innovative ways to create a future for themselves, and also contribute to the societies and communities in which they live.

The document builds on results of the project “Facilitating Access to Rural Youth to Agricultural Activities” undertaken by FAO/IFAD/MIJARC, as well as on CTA youth activities. CTA, FAO and IFAD hope that this publication will help development practitioners, youth leaders, youth associations, producers’ organisations and policy makers alike by providing insights into possible solutions that can be tailored to their own context.

Follow discussions at the National Agricultural Youth Policy Dialogue in Mauritius

The Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) and the Faculty of Agriculture (University of Mauritius), are convening a National Agricultural Youth Policy Dialogue on the 12 April, 2013 at the University of Mauritius, Reduit. The objective of the dialogue is to deliberate on the issues of youth involvement in agricultural policy processesand especially those policies aimed at mainstreaming youth. A number of studies point to the fact that youth do not necessarily play a major role in the development of policies.
In November 2011, FANRPAN in collaboration with CTA commissioned 6 case studies in Malawi, Mauritius, Swaziland, South Africa, Tanzania and Zimbabwe. These case studies focusing on current and emerging youth policies and initiatives with a special focus on links to agriculture in the respective countries were conducted by youth representatives from these countries. The final report of these case studies was presented at the FANRPAN 2012 High Level Food Security Policy Dialogue in Tanzania, 3-7 September 2012.

As a follow-up to this initiative, FANRPAN is now convening National Agricultural Youth Policy Dialogues in these 6 countries to share the findings of the case study for each country with National stakeholders. On 12th April 2013, the findings of Mauritius case study will be presented. The dialogue will culminate into a policy brief that the FANRPAN focal point will consolidate and communicate to the Minister of Agriculture, including other relevant departments and stakeholders. The dialogue is expected to bring together representatives of youth bodies, businesses, policy makers, and law makers alike from various industries.

The discussions at the National Agricultural Youth Policy Dialogue will be tweeted live as from 09:00 (GMT+4) on 12 April 2013 with Hashtag: #YouthAgDialogueMu. Follow the dialogue and spread the news!

Youth in agricultural Extension – Challenges and opportunities

Agricultural extension and I
For the past 3 years, I have been studying agriculture with specialization in agricultural extension at the Faculty of Agriculture, University of Mauritius. During my work-based placement, I have worked at the Agricultural Research and Extension Unit (AREU), where I have got the opportunity to get some work experience in agricultural extension and I have also done my dissertation on the subject. Being involved in agricultural extension, I have seen that youth, as well as experienced professionals are facing several challenges in agricultural extension.

Agricultural Extension in Mauritius
Youth involvement in agricultural extension
Presently, finding youth involved in agriculture is rare in Mauritius, since their main focus are on subjects related to management and engineering. This is so, because the image of agriculture does not appear “attractive” to youth and for many of them, agriculture is not even an option (Read more on attractiveness of agriculture to youth HERE). However, according to the annual report 2009/1010 of the Faculty of Agriculture of the University of Mauritius,. However, according to the annual report 2009/1010 of the Faculty of Agriculture of the University of Mauritius, each year, there about 120 students who enrol for courses related to agricultural sciences for their undergraduate degree. This also implies that every year, there are about 120 graduates from the Faculty of Agriculture. But how many of these graduates are involved in extension? Probably not many because of 2 main reasons; (a) there are not many job opportunities in agricultural extension in Mauritius and (b) extension involves working in the field with farmers, requires several skills and it is a challenging job.

Challenges
When considering the challenges faced by youth in agricultural extension, there are 2 ways in which it can be seen; (a) Challenges faced by young graduates and (b) challenges faced by young professionals.

E-discussions on Extension/advisory services and Young Professionals

Call for contribution!

The young generation plays an important role in extension and rural advisory services. It has to solve many of the current global issues and will face new ones. To rise to the challenge, young professionals working in extension and rural advisory services should be paid greater attention, provided an opportunity to share their experiences, voice their concerns and communicate the challenges and opportunities for youth in extension.
We believe that there are many interesting and rewarding opportunities in this professional field that must be better communicated. The image of agriculture, and in particular advisory services, must be made more attractive to young people.
Therefore GFRAS: Global Forum for Rural Advisory Services and YPARD : Young Professional’s Platform for Agricultural Research for Development have joined forces to advance a joint mission of promoting the field of agriculture and extension among young people.

Youth and extension/advisory services e-discussions

We welcome your active participation to online discussions on issues surrounding youth and extension/advisory services, from 5th September to 30 October 2011 on the YPARD forum in preparation of the international conference on extension in Nairobi.
These discussions will specifically be on the challenges and opportunities in extension, related to youth:
  • Share your experiences, challenges, and successes as a Young Professional in extension.  Share some of your questions and ideas on this topic.
  • Share your testimony as an Experienced Professional (perhaps not a ‘youth’ yourself) and present key challenges and opportunities of working with young professionals in extension and rural advisory services.
We will launch two spaces for discussions on the YPARD forum. Please, contribute and feel free to propose your own discussion topics related to extension/advisory services and young professionals. The outputs will include a poster and document making recommendations based on the discussion to the international conference in Nairobi in November. Expected outcomes include increased and more rewarding participation of young people in agriculture and advisory services.

Bringing these discussions to decisions and actions

What’s your benefit in contributing to these discussions? The ideas, experiences and challenges you express will be brought to the table by YPARD, GFRAS and Young representatives at the international conference in Nairobi in November. Therefore your voice will be heard at a strategic level to inform for decision-makers on those topics that impact you!

Do not forget: E-DISCUSSION on Extension/advisory services and Young Professionals
From 5th September to 30th October 2011 on YPARD Forum

Take your chance, contribute, get a voice, make a change!

Need some help to get started?

You would like to contribute but don’t know exactly how to get started? Please, contact us for advice and suggestions! We are glad to help and we are looking forward hearing from you! info@ypard.net
Note that you must be registered and logged in YPARD website to contribute (register here). It just requires some minutes; just follow the instructions! If you meet any issue, please, contact us!

Call for Participation: Special Blog Series on Agriculture, ICTs and Youth

"Youth should be given a chance to take an active part in the decision-making of local, national and global levels."

United Nations Secretary-General Ban Ki-moon

e-Agriculture

CONTEXT

Did you know that the International Year of Youth is underway?

The United Nations International Year of Youth runs from August 2010 until August 2011, and it celebrates and advocates Dialogue and Mutual Understanding.

To celebrate a year of global efforts towards working with youth on issues critical to the next generation, e-Agriculture and YPARD (Young Professionals’ Platform on Agricultural Research for Development) will launch a series of special blogs from 6 June to 12 August 2011 in English, French and Spanish, to highlight the experiences of Young Professionals in agriculture and Information and Communication Technologies (ICTs) for rural development. Everyone is invited to promote the ideals of peace, freedom, progress and solidarity towards the promotion of youth development and the achievement of the Millennium Development Goals (MDGs).

This is the occasion to get your voice heard! Why not write a Blog to represent your views and opinion and take part in real dialogue with a willingness to understand each others' views?

OBJECTIVE

The e-Agriculture Community and YPARD invite you to share your thoughts in a Blog, to address the issues surrounding the field of agriculture, young professionals and Information and Communications Technologies for Development (ICT4D). Selected blogs will be published and shared with the combined networks of e-Agriculture and YPARD, close to 9,000 individuals from more than 150 countries and territories.

WHO CAN CONTRIBUTE
Our series of bloggers involve experts and non-experts in ICTs! The objective is that everyone gains from the knowledge and perspectives of others according to their field of expertise: agriculture, ICTs and/or youth issues.

This will be an opportunity for Young Professionals to be heard and share their views! Feedback from 'experienced professionals’ is also most welcomed; you don’t have to be young to be a youth champion.

RELATED TOPICS TO YOUTH, AGRICULTURE AND ICTs
These are some suggested topics from which you could share your thoughts, but you may also propose any other theme that you would like to discuss in reference to agricultural production, agricultural research, advisory services, natural resource management, sustainable development, etc.

  • The role of ICTs in increasing the attractiveness of agriculture for young people
  • Reflection on the changing nature of agriculture and how young people can use ICTs to modernize it
  • Young entrepreneurs using ICTs for agriculture
  • How ICTs can help to bridge the rural-urban divide for young agriculturalists?
  • How can ICTs bridge the gender gap among young agriculturalists?
  • Life and work aspirations for young persons and how ICT and agriculture fits in
  • Relevance of higher education in agriculture and ICTs for today’s young professionals

SUBMISSION
You may submit your article in English, Spanish and/or French. The length of your blog post should range between 500 and 2000 words. If you have graphs, images, pictures or videos to accompany your blog, we would welcome those as well!

This series of blogs will be launched on 6 June, and it will run until 12 August, 2011. So, get started and send us your articles with a short bio telling us about you at: info@e-Agriculture.org or info@ypard.net
